Suncoast Waterkeeper, Tampa Bay Waterkeeper and our coalition partners, formally oppose the proposed multi-berth cruise terminal on the Knott-Cowen Tract, a privately held property within the geographic boundaries of the Terra Ceia Aquatic Preserve (TCAP). Our opposition is grounded in the preserve’s existing legal protections and legislative intent, its documented ecological significance and cultural heritage, and its established and ongoing economic importance to Tampa Bay and surrounding communities.

The site sits within the preserve’s protected boundaries and supports seagrass meadows, mangroves, shellfish beds, fisheries, and endangered wildlife that also underpin the region’s economy and coastal safety. Experts warn that dredging and industrial development would damage water quality, increase flooding and storm surge risks, and threaten jobs tied to fishing, aquaculture, and tourism.
